It never was that bad before.

That you were aware of. I have had so many games like you described all throughout the entirety of destiny's life (except beta oddly enough). I am not saying every match is like that, but at least 1 in 3 matches are that bad for me.

In the span of a month, I might have had 10 games like the ones described above. Now 7/10 games are what I described.

Well, with a 1 in 3chance of a lagged match before the patch, it makes me even more hesitant to go back to crucible.
