Burma, 21:31
A certain enigmatic stranger navigates the currently busy streets of Mandalay city, passing bright neon signs and the occasional vehicle slowly making it's way through the crowded night life streets. The stranger was dressed in a peculiar fashion, patched and distressed black dress pants and dirty sneakers covered from the waist down, the torso dressed with a white buttoned shirt and a dark red vest, all topped off with a dirty dark brown overcoat that reached down to the thighs. Most peculiar however, had to be the bowler hat ontop of a shaggy head of black hair that concealed the strangers eyes. The stranger walked at a brisk pace, cane in hand, humming a tune that was muffled and drowned out by all the activity going on around. Eventually, the stranger turned and walked into a teahouse restaurant, and was approached by a busser.
"Seating for one?" the busser asked.
"Actually, I'm expecting a guest" replied the stranger in the native language. The busser's watch flashed as it received a message, he read it, looked back at the stranger. "Here comes a candle to light you to bed"
"And here comes a chopper to chop off your head" replied the stranger.
"Follow me"

Even down in the space the smells of tea herbs and food from above were potent, a dim light bulb gave light to maps and cork boards that were up against the walls of the tight space. In the center lay a round table loitered with paperwork, books and large radio. Two occupants, one paced nervously around as the other leaned against a wall, a cup of tea in hand.
"You really should ease up a bit, I understand our line of work can be high stress at times but at this pace you'll get a head of gray hair before you hit thirty"
"This is no time to be making jokes, shit is about to hit the fan here, no doubt about it. How messy is a matter of how the local government decides to react"
"Yes yes, the bear collaborated with the tiger, and now the tiger is moving in. No need to re establish what is already known, we're here to talk about how we're going to react"
"Then start, acting like it. Years worth of work is at stake here, every cop and politician in our pocket, every third party informant, every smuggle route, every bribe! All that will go to waste in a matter of days"
"And there is nothing we can do about it, unless you can convince the GRC to kindly leave this area alone. The tiger has been expanding throughout Asia for years now, I saw this coming, I knew this was an inevitability. Believe me when I say that if there was a way to prevent out losses, I would have thought of it by now. The best thing we can do is let the dust re-settle and re-establish everything from the ground up, like we've done with previous territories"
*sigh* "Fine, guess this can only mean this area is going temporarily black. But when"
"As soon as possible, we want to be transparent by the time the boots come marching in. By the time that happens I want all footpad activity to cease, no heists, no smuggles, no establishments, nothing but intel. Savvy?"
"Got it"
"And cut all current ties with police and government. Can't risk one of them ratting us out"
"Already done"
"Well then, I'll leave the rest of the decisions at your discretion. I shouldn't keep my birds back home waiting"
