Is everybody in the tower bad? Do they all work for the traveler? But the speaker is the mouthpiece for him. And do they all do the travelers bidding?

No one in the Tower is evil. The Traveler is not evil, but it's kind of selfish. The Speaker's heart is in the right place, but he's not doing a good job leading the war
