Now if you read the previous Exo Stranger card it talks about her being in that same place at that same time before, many times Before and witnessing the events for a numerous amount of times. This points toward her being at the same place and setting up in a specific way so that humanity may succeed. The Stranger obviously has superior and advanced Vex technology at her disposal, and knowing that they already can travel time in some ways this isn't a far stretch.
The reason why she is traveling through different timelines isn't any fun task: she's trying to find the timeline in which the Light and the Traveler survives. To prove this we have to know that she has affiliation with the FWC (already proved from Lakshmi quotes and the No Time to Explain) and because of their Ghost Fragment which talks of different timelines (around 11 timelines saw the darkness win, 13 which the city fell, 23 see madness).
Now that you have that mindset, reread the card. Done yet? I hope you saw the similarities I did. First thing to point out is the first bridge. Each bridge is in my opinion is not just a different timeline, but a different spot in the space. I believe the stranger doesn't just go randomly, but follows special signatures of which bridge to go to, to look for a potential correct timeline. The way she records the bridge is that she has the timeline, which is the solid integer (1,2,3,4,etc), and she marks different times and places (Whens and Wheres) in it too.
For example, 8.1 could be in the Dark Ages and be on Venus and 8.7 could be on Mars in the Golden Age. Because they are both in the 8th bridge, they are still in the same timeline. It appears that she goes around 10 specific timelines in this fragment, 1.2 may being ours. I also believe the bridges are recorded to be closer and closer to zero depending on how close it is to the wanted timeline where the light wins. If you look at the first recording she says: "Right When, wrong Where." saying that she's at the right time where the Guardian we control lives, but she's at the wrong place.
The interesting thing is she talks about the world being too big, which reminds me of the Eliksni home world as seen in Vault of Glass Memory 1. In another she points out a dark evil in one recording which is most likely the Hive, and talks about feral creatures with a deeper intent to their ways in another which points more toward Hive. This card further establishes that the Exo Stranger, like Eris, was tortured in some way by the Vex and wants revenge. She searches for a way to destroy them, and the only way to do that is find the timeline in which the Traveler, the Guardians, and our dear beloved Rahool all survive the darkness. Be ready for the final fight guardians.
