I don't know how he is going to get the Liquid Nitrogen at all. Everything else is pretty easy except the crossbow. Unless he has a license for archery.

My step dad has a crossbow that used to be his dad's, dunno if a license is required in Cali or not but it doesn't matter if I'm shooting it in my backyard.

Depending of the state you dont need any license for owning or using a crossbow. I could walk down to the sports store today, buy one, and go shoot a Crow. Thats assuming a have around $600ish for a low end get up...
