It's basically the norm nowadays, name a popular game and they have rng into their microtransactions, bo3 does it, halo does it, cs:go does it, I'm sure wow does it, the old game I played as a kid, runescape does it, it just makes sense from a business standpoint, btw let's not judge before it comes out I'm sure they will be cheaper than the guaranteed emotes and you have a chance to actually save money, makes sense for the people who just have a couple extra dollars on their ps store account or something to try for the emote they want rather than paying the premium price for exactly what they want...this could actually be cheaper way to get all emotes but random so you might not get the one you actually want for a while
