As you sit down, you notice a new notice on the bounty board. A serial killer...in Neo-Tokyo? Why would the NTPD be asking for help from the NYPD?

The image is of a thin person wearing a plain white mask as well as a business suit and gloves.

There have been two kills in the last two days, both equally twisted and gruesome. Each time the killer leaves a note, mocking the town and the person who died. That last part has been what has put the city police on edge.

[b]she goes through the evidence and looks for the note[/b]

The first note reads: "[i]Welcome to Neo-Tokyo! Enjoy the lights, the food, the dead prostitutes, and more![/i]". It also comes with a crime scene photograph of a woman hanging from a streetlight, her internal organs hanging out of a hole in her chest.
