Possible, but unlikely. I think, with the new Eververse model, they'll be able to churn out much more new stuff. Smaller doses, but new things. Even if it's as simple as weapon skins, emotes, whatever else.

They could simply refresh it to randomly bagged items only. I would feel a little less skeptical if they said that they were "refreshing the inventory".
