I think they're going to add new emotes which can be bought the way the ones out now are. The older emotes will be put into a lottery system. So newer players won't be able to just pick and choose from the old emotes. It's kind of like Hearthstone and card backs from ranked play.

Or the way the game runs Exotics now. You can direct-buy Y2 exotics, but the Y1 sets are all random from the Legacy Engram.

Right. Anything that you haven't acquired yet will go to an RNG system.
