I hope not. I know that that mask was capable of dropping from the free Halloween bag, but I'm also aware that some people (the ones with a large amount of disposable income) spent anywhere from $10-$100 on bags and never got it. Now, if there was a system in place so the drops were random, but you could only unlock it once (like in Halo 5) I would be fine with that. But if you can just keep getting the same emote over and over again that's just plain wrong.
