Because Hunters aren't supposed to be tanks. Hell I'd rather have an agility buff instead to cover more area before GG runs out now that it goes away 1.5x as fast

It goes away fast but it has the fastest recharge time of any super (when taking kills and orb pickup out of the equation). It literally has a perk that grants faster super recharge times. The only other subclass with a similar perk is the defender.
