Nope its released already at year two version.
You will have to buy/get a new helm that has 1 shot with 14x damage after a $40 dlc.

Bungie is to lazy to modify an exotic that they already rerelease do for the year two. So after another dlc payment you can work your ass off farming for one that does 14x damage.
