The following information is based off of City age Grimoire, faction Grimoire, and in game weapon descriptions and quests. Some of it is speculation.
Factions are groups that stay under the power of the Vanguard and Consensus, but have unique Philosophies never the less. They differ in power, from a seeing the future War Cult and Interstellar fleet Dead Orbit.
Let's get started.
New Nonarchy:
Enforcers of The consensus, the suck up faction. My titans Faction, they want to build a new government in Which we have a powerful ruler Uniting mankind. Unfortunately there is not that many things on the NM, since they are very basic and standard, unlike the others. Of all the factions they are favored by the consensus, which is made up of the vanguard and city representatives. They have fought on the side of the city many times, and are most likely the winners of the faction wars from the start of the city. They have a political philosophy, support the traveler, support the vanguard, but do ALL of this to gain loyalty so they can become the main power.
A few things that they have done that you may not know are the following.
-Each member has a assigned role, from a head politician to an executor enforcing the factions rule.
-They come from anyone and everyone. Executor may sound like a harsh job, but hideo actually was a toy maker in the city.
-The first to explore Osiris HQ, and scout what is now what we call the lighthouse. Saint 14 went to Mercury first, but NM was the first faction.
-Killed other humans of the concordat Faction, that was finished off in banner fall
-They wanted zavala to be the monarch but he declined(Tree of Ruin Tidbit)
-They seem to be a fan of Roman Numerals
-While wanting to heed the consensus, and secure the rights of citizens and make a rebirth of the golden age, they want to abolish the consensus and replace it with an unimpeachable ruler. This is called an enlightened ruler, an absolute one that still secures the natural freedom of man.
And that is New Monarchy, hope you learned something.
Seven Seraphs:
The Seven Seraphs were not a Guardian faction, but instead a group of Golden Age scientists. They were the ones to create the Warminds and the system of Warsats. They also created the moon base which studies the Anomaly. The symbol of Rasputin is actually their symbol. Any exotic with their symbol is related to them in some way.
Some cool info
-The ACD/0 Feedback Fence was either created directly by them or created with the use of Warsat materials that they created.
-The Pocket Infinity's basic frame is based off of the Dvalin Forge relics used by the Warminds to defend humanity.
-The Sleeper Simulant was designed and (partially) built by Rasputin exclusively for Guardians, to finish the IKELOS Subroutine, which was to prevent further crashes in his bunkers.
-Each one possibly made one war mind each, one for earth, Mars, venus, Mercury, jupiter, Saturn, and the last would be either the main war mind to survey on, Rasputin(if not he would be earth), or Neptune.

Dead Orbit
Often seen as cowardly, DO in reality are doing a smart thing. While I disagree with leaving the traveler, expanding our genome to many stars so nothing can wipe us is a good strategy. It reminds me of the book Series Enders game, where one of the philosophies was to expand the human race to so many planets that it would be impossible to kill us off. Dead orbit holds a giant fleet of ships, and have found many strange areas in the system, such as A-113, an asteroid near the reef and awoken's territory. They are found to be a large force, though we have no idea how big their fleet really is. They feel that waiting and defending the sleeping traveler is a crush, and we must leave it to survive. They think they will be able to find a home among the stars, possibly to terraform a planet.
Here are some cool things about the dead orbit
-the Arach family possibly found the dead orbit faction, and head the family.
-Their fleet has gone as far as jupiter
- A-113 sent people screaming after exploring in, talking about the "eye", some mysterious object in the asteroid. The Actual eye is unknown, and we haven't heard much more about it. The eye could be a golden age experiment, an enemy weapon, or an anomalous occurrence.
-The fleet is made up of golden age ships refined by dead orbit technicians.
-Dead orbit seem to have a rivalry with the cabal, since they thrive to be the intergalactic fleet that the cabal already are. Those pesky space turtles....

The Symmetry
The symmetry is a group that was never invited into the tower, but gained a strong following. Following the fallout of the concordat, the consensus, which is made up of city rep and the vanguard and speaker, met up to talk of a new faction. From that card this is what we know of the symmetry, as brief as this is.
-Gained a strong Following fast
-Made based off of Ulan Tans teachings after he was dead, a warlock with ideas that the consensus feared. You can call him a more passive osiris.
-It was made following Ulan's death, when his philosophy's became very popular.
-His philosophy, which fits the name Of the faction Symmetry, is that the darkness is the cosmic balance of the traveler, and that one can not exist without the other.
And that's what I have figured out based off of Ulan Tan after knowing the faction was made off his teaching.
Osiris
Osiris used to be a group before the days of twilight gap. Osiris followers are still plentiful, but now live on Mercury and have a rep on the reef. Osiris was training to be the successor of the speaker, to speak for the traveler. He, like Toland, was a warlock that ventured too far. He learned too much of the vex, but also learned plenty of things on the hive and the darkness. His group left for Mercury and have sown thing to do with the disappearance of Saint 14, the legendary Exo who decimated the House of Devils. Osiris is dead, but not gone. He found a way to live in the bed networks, or perhaps became immortal, no Grimoire shows any way for sure. His followers are still plentiful, and most likely have a juicy secret that we do not know.

The Concordat
In the Bannerfall crucible Map, a battle of terrible result dissolved the concordat, the most aggressive faction of all. It was made for unknown reasons, but never the less what we know is the following
Lysander, the leader, made a rebellion against the city, and the group refused to be exiled, staying where they were in the tower which is now Bannerfall. New monarchy came in and defeated them, a gruesome killing of the same race, which is a very bad thing in this time since our race is already so little left.
-They had a little empire going, and was silenced once they got out of hand.
-Lysander was the leader
-They were replaced once destroyed by Future war cult
That's all I have since they are barely talked about
The Trinary star cult
The Trinary star cult are a group of guardians in secret, only hinted by a few items and no Grimoire cards. They are a faction that curses the travelers light and are most likely in the shadows. They blame the traveler for the darkness presence, because it's golden age it gave to us led to the darkness to come to us, much like the ammonite, the fallen, and other races the traveler came to. All of these races were fled because the traveler had to keep running.
What most don't realize is that all of the star cults references are from Hunter gear, and one being a hunter artifact it begins to make me think that the star cult is an all Hunter filled group, ones who explored and found something that made them curse the traveler. They aren't on the same side of the darkness, but they hate the traveler and all its supporters.

The final clan is the one with the most lore, and having so much I asked Eyes of the cult, a forum member who loves the Future War Cult, to make a brief summary.
What can you say about the war cult? A lot actually. Let's get started.
ORIGINS
They originated during the golden age, most likely during the last little while. It was started by a scientist at the ishtar collective names maya Sundaresh (I recommend reading the ghost fragment vex cards to learn about her). She created a device called, well, the device. Also referred to as the chasm, the device puts the body into a trance of some sort and shows them a possible future via the vex gate network. It was can and will physically affect the body and will kill the user. The device was then used on many subjects driving almost all of them insane. There is a also a very good chance it predicted the collapse.
POST-COLLAPSE
After the collapse remnants of the war cult went back to find the device. It was damaged and not repairable by them, but it still seemed to work. They used it on 47 human subjects and there are 7,891 known logs. That's devotion. It seems that the device had also predicted a war coming, no one knows how soon, that will be the war to end all wars. The last struggle to exist. Present where-abouts of the device are unknown.
GOALS
The future war cult really only has one goal, to win the final war, or at least protect humanity from it. It is common belief that they have enlisted the help of the stranger, possibly to find a timeline where there is no war.
