How do I get my settlements above 18?
I'm level 39, so they've had plenty of time to grow, but just not going above 18.

Is goes by your charisma level so if it's 10 you can have 20 settlers.

I think 18 is the max. I'm a 44 and I can't get anything above 18. Also, at 18 settlers my happiness starts to drop for no reason, even with adequate resources.
