I have a proposition to adjust the super without destroying it. People who are good with those hammers won't notice much either.
First of all, something from my experience: Most of my kills with the hammers are splash damage kills. I personally rarely put much thought into aiming the hammers, well, because I don't have to. I usually aim for the ground close to them or a wall behind them if they're in a building. It makes sense since the hammers explode; people never aim directly at moving targets with rocket launchers, it's smarter to kill them with the explosion.
So here's the idea: Nerf the splash damage of the hammers so that a non-direct hit will not 1-hit kill. Good titans who can nail those shots won't be affected people who spam hammers everywhere will have to throw an extra few.
Some people might be thinking, "well then I can't throw it at an objective like a nova bomb and kill everyone nearby." Actually, now that might give one of the perks a real purpose. I always have it on, but don't remember what the name was, but the perk "hammer kills chain solar damage to enemies" or something. Now you can still kill the guy, and though his buddy next to him won't die from the initial hit, the perk will do something now and kill him too.
TL;DR: Hammer = 1-hit PvP kill only if direct hit
