Each time runs a cycle and we're coming down as some of the sleeper teams (mets, Royals, jays etc) are on the rise. It just has to do with the amount of money each team has vs who they can draft. Stl is still one of the best managed teams it's just that we've got injury troubles and some bad luck. We've still got a few years with this squad before were in real trouble
