The ToM line implies it's a scout rifle. "Remade and reworked" means renamed. It was data mined in TDB "The Pit" and speculated to be in HoW "The Hunt [for skolas]" and finally put in TtK "The god King" and you gave to do the variks (One of judgement) quest line to get it.
