Im trying to get the alien blaster i cleared vault 75 and im level 16 are there anymore requirements

You actually don't need to clear anything for it. When you hit level 20, fast travel anywhere, and then it will be activated.

The thing is: im lvl 56, i fast travel all the time and it wont activate. Ive even gone to the place were the ship crahes and i cant find it. Glich or just unlucky?
