Not in this manner, no. That's not to say they wouldn't have hatched a different plot, but beyond that it's pure speculation.

There would be no plot but to directly attack which is not how Guerrila fighters like ISIS operate.

There is never going to be a society where all men are armed 24/7, that just isn't practical or realistic. And even then, certain attacks, like those done in stealth, can't really be averted by firearms until it's too late.

And the point is ISIS doesn't work like that, if even 1/8 of the populous was armed this wouldn't have happened at this severity

ISIS don't have a particular tactic as, as far as their foreign operations go, they are not a singular entity. In Iraq and Syria they're a conventional army, elsewhere, they're whatever they need to be.

They're Guerrila fighters.

Guerrilla fighters tend not to use tanks and heavy weapons as ISIS employ. They fight (and often beat) the Iraqi military by conventional means.
