Because it always has been, it's been designed from the ground up with only 1 player in mind, maybe fallout 5 might add Co-Op but don't ever expect PvP.

I wouldn't like if it was a multiplayer like elder scrolls online but something like border lands and you can have 3 other friends playing with you

Maybe the could add that at a later date, maybe as a part of some sort of expansion
