Who cares. My buddy carries people for free and if someone donates they to his stream they get to go in front of people looking for hand out free lighthouse runs. I see no issue with this.

That's a different situation. Your buddy isn't [u]charging[/u] for carries (saying he won't carry anyone that doesn't donate a certain amount), he's merely catering to the generous/desperate/those who's time is worth money on his stream compared to freeloaders.
