Because Year 1 gear was/is much better than Year 2 gear. Year 2 gear looks better by comparison only because there's no competition.
Stronger gear isn't the same as [b]BETTER[/b] gear.
Somebody tell that to the developers.

Bungie still seems afraid of the old gear they created, even though they already [i]nerfed it[/i]. :P
