Can someone explain the levelling system in this game? I thought each level up i get a few skillpoints to spend on my special stats and 1 point for the perks.Now how i do i raise the special stats? 1 each level up?

As you level up, you gain 1 point per level. You can invest that point into three things: your S.P.E.C.I.A.L., ranking up a perk you've already unlocked, or getting a new Perk provided you have a high enough S.P.E.C.I.A.L.

No the other fallout you had to wait to reach lvl 7, 14, 21 to get certain upgrades.
