Because you were too lazy to actually fix the glitch, and do a quick band-aid fix instead by removing quiver. Its been 3 weeks if you cant solve the bug and reactivate quiver in that time frame you really shouldnt be in this industry. Edit: even more they should atleast provide status updates on it in the weekly update. Somthing along the lines of "Sorry that quiver isnt reactivated yet, our team is working hard to correct the bug and reactivate quiver so you nightstalkers can get back out there and fend off the darkness etc....." but they just ignore it and provide no info on the status.
