Bungie never said ALL old weapons are comming to year 2 -_- they even went out of their way in interviews to make special mentions that ghally would not be going into year 2 and that their 10 year plan wasn't to play 10 years with the same upgraded weapons over and over

That's incorrect. In an interview, they said that all year one "Exotics", except Gjallarhorn will be carried forward into year two, but that some of them could take a while. Since all they have to do is change the base damage to 290 or 310, and release them to the wild, they should be here by now. Also, since there aren't any good (fun) guns in year two, they need to hurry up before we loose interest in the game that they broke.
