It blows me away that they would just let something have obviously invested time into just sit by unused... Its like not driving a car because you have to change the oil...

that's the point of my analogy.. it takes work but the work versus the reward is worthwhile. You have three developed, well designed and proven end game activities that would be great time-sinks to send your endgame players into to pillage and plunder even more simply by tweaking the levels and creating copies of the old guns with new stats.
