Unfortunately ToS and EULA allows any company online to change their content at will and be invincible from "false advertisement" lawsuits.
They could announce Destiny 2 and show awesome ship combat, come launch day, it's no where to be found and then a formal announcement regarding ship combat saying that there's bugs that need to be ironed out to make it playable. Surprise! Added to following years DLC with half the promised missions!
Worst case scenario they could pull the oops plug and wipe all account data and with ToS and EULA still be immune from lawsuit as well...
Everyone quitting would do nothing as the game is a "buy in" not subscription based = they have everyone's money already.
TL:DR - Any online gaming company with a proper ToS and EULA can shit on its player base all it likes of they choose to.

State and federal law supercedes ToS agreements. I and a lot of other people got refunds for TDB and HoW when TTK came out by arguing that it would block content we already paid for. I took the 40 bucks and used it on destiny legendary edition so I only paid 20 for TTK lol
