Got all ghosts and turned in cult ghost to FWC lady, didn't get next step though, anyone know why?

What he said except you don't need level 3. Next Wednesday you'll have the quest in the tower... This is exactly what happened to me!

You have to wait a week for it to reset and then you have to get to lvl 3 with FWC. Once lvl 3 with them gain 1000 points with them and the quest begins
