This would fix quite a bit of your issues.
You have pve and pvp mixed together forcing pvp players to play pve and vise versa. Usually that doesn't go well. Destiny is a prime example. Pvp players constantly yell for nerfs the latest one ik of is a range perk removed from shotguns. This affects both pvp and pve. Shotguns are under used in pve now cause of the little range they have.
I personally in pve prefer a shotgun but I don't use that cause it requires me to get in melee range so I get hit lose my shields and probably die.
Separate pve from pvp and the nerfs and buffs alike and there would be allot less problems.

You're not forced to play pvp and I know because I don't play it. If you want the weapons attached to pvp then you have to play it. I absolutely cannot stand the pvp in Destiny and I avoid it like a disease because it sucks. If you don't like the pvp, I suggest that you don't play it either.

Except the entire original concept of destiny was pve for awesome gear that you then take into pvp.

Shotguns are always underused in pve...most combat in pve just isn't made for a slow fire close range weapon

Check ops stats on the next nerf thread, 9/10 are pve players.

I've been saying this for a year now. Balance the pvp and pve as separate game types and have each work independently of each other. Makes sense to me.
