Nope. Apparently you don't HAVE to get the ghosts necessarily either to just get the gun. I was soloing it, and my friend happened to join me when I had the final boss at about 10 percent. He piggy backed and still got the simulant.

Ok, I got my guns crossed. Guess what, he still unlocked the quest line through future war cult. Fact remains the same, those ghosts are not necessary.

The mission isn't strictly a solo affair, and all players don't have to get the ghosts in order to get the gun. My friend didn't get any of the ghosts, and he still got the simulant.
