It's supposed to be about 2x or 3x times the size of fallout 3. Also heard it was going to be bigger than Skyrim. Honestly I felt Skyrim was rather large.

10 minutes of just straight walking sounds pretty big to me. doesn't really speak to how much explorable space there is. some areas might be entirely different instances that you can't actually travel to on foot. there could be underground stuff as well.

It's on old gen so this may have something to do with the small scope. Then again, we don't know how dense or whether there's lots of underground stuff.

I think that's fine honestly. As the writer noted, the size of main map has no bearing on how much content there is contained within it. For example, there could be dozens of huge cave or sewer systems hidden below the surface or massive buildings to explore. I'd rather have a smaller map that is more densely populated with content than a bigger map that takes forever to find something interesting.

This only shows the perimeter of the map, there could be a lot less or a lot more space inside the map

I've read that they were off and that the map is supposedly around 7,000 times the size they suggested.
