I created a Raid idea (I was bored) which involved infiltrating a Fallen base, as they had found a fragment of the Traveler's heart(or something else that sounds better) that would be used to start it up again (so to speak). Just as you think you have made it out the Cabal crash the party, knocking all the raid members unconscious. As you awake you realise the Cabal have taken the Travelers heart fragment the chase begins to catch up with the Cabal leader whilst you are in a Fallen tank. If you succeed you board a Cabal Ship and battle inside in order to gain control of it and bring it back down to Earth. If you don't the Raid still ends but that elusive peace remains in Cabal hands (until the weekly reset of course).

This a theory about an cabal expansion.

Also on the "Outbound Signal" mission, ghost says the message was sent to the Cabal Empire. Hopefully that's the next big expansion
