I'm the only one in the tower, why??

Anyone else alone in the tower?? No one else is roaming around and I can't seem to find anyone to raid with or patrol with? ? Weird, anyone else having this?

Sometimes it is because your the first one in that new lobby and sometimes its because you have bad internet connection.
