I'm the only one in the tower, why??

Anyone else alone in the tower?? No one else is roaming around and I can't seem to find anyone to raid with or patrol with? ? Weird, anyone else having this?

I've had that occasionally. I think it is just when you are the first person in a new instance of the tower.
