I'm the only one in the tower, why??

Anyone else alone in the tower?? No one else is roaming around and I can't seem to find anyone to raid with or patrol with? ? Weird, anyone else having this?

Are you on a lower level character? Possibly doing a quest that automatically drops you off at the tower as a part of a quest?
