At least drop moldering shards, those can be used for something at least. I think Hard Oryx should still award double loot with maybe 35 moldering shards?
You should always get something for your effort and success. Drops should never be lower than your weakest gear imo.

It's really annoying now that you can go into a raid and come out with basically nothing to show for it.

I'd never do it again tbh. I can have plenty of fun during normal and skip IB and ToO. Getting drops is the main incentive.
