They gate content behind weekly lockouts. Now it's a weekly lockout layered on top of only a chance at getting any reward for killing a boss. Not to mention the rng chance that the drop you might or might not get once a week is worse than what you already have with random perks you might or might not want.
Pick one system or the other. Weekly lockouts with guaranteed drops or no lockout but only a rng chance at a rng light level drop.
