I could be wrong here but as far as I was aware TOM does not give the full 2X damage buff in PvP , only in PvE mode ?
A far bigger issue and where Your calls for nerf should probably be directed is the Warlock Scout rifle with the damage buff on super .. In the hands of a skilled player that thing is extremely difficult to outgun ..... In trials with a sunsinger warlock holding out for a fireborn self revive there are literally no downsides ...

It doesn't get a damage buff it's a rof and stability buff.

Damage per second (DPS) is increased hugely if you up the rate of fire and landing shots is easier with extra stability. So ... Yeah , it gets a damage buff. You've just got to read between the lines to see it buddy :)
