These items have already existing analogues that do the exact same thing. Also all they do is increase your upgrade rate or glimmer pick up. Both of these are next to meaningless once you are at end game.
Everyone is getting way too butthurt about microtransactions. Handled properly, they are an excellent way for a developer to generate revenue from those willing to pay.
Purely cosmetic items and slightly softening the grind for people willing to fork over less than any adult spends on one night out isn't even close to pay-to-win. And here's the kicker... that revenue being generated by not you will very likely (see the recent Kotaku article) result in new free content for you.
I understand being skeptical of microtransactions, but they've been used in the past without ruining the game. Remember when Black Ops 2 sold weapon skins and sights? You can't tell me that the game was ruined because you got to see Mr. Winky (fake Hello Kitty) in your kill cam.
