I explained this two members of my raiding crew recently and figured it needed it's own post. The idea is not originally mine. Most likely I read it on reddit.
There are two things you can do.
1st.
Do the queen's weekly bounties to get a chance at key's for the Prisoner's of Elders. Completing the PoE with the key gives you a chance at year 1 gear and Strange Coins. The free chests also have a chance at giving you a key. It seems like the year 1 gear did not have its material drop nerfed. Just this weekend I dismantled a year 1 legendary from the PoE and got 6 WPs.
2nd.
This one is a bit more involved and requires discipline. You need plenty of motes of light so whenever you get the chance do public events, those give you plenty.
Whenever you get gear you don't want don't dismantle it right away, vault it. When you're vault is nice and diverse (plenty of gear for each category) and you have plenty of ML (for me that's about 60), then equip something you want to dismantle on each category. Do this for armor as well even if you have plenty of armor material. Extra ghosts are rare so I consider those to be a bonus. Once equipped start consuming those motes. This will level up your gear, when you hear the level up sound check to see if something is at 100% (You do not need to upgrade!). Dismantle whatever is at 100% and replace is with something else to dismantle. When you dismantle something at 100% you get more material parts and a higher chance at motes of light. I do this until I run out of equipment or until I reach 30 motes of light (it's what I feel comfortable as a minimum). Remember to do this for armor as well because you'll end up with more motes of light.
