You have to farm the raids and ToO for elementals prior before they decided against adding them to y2.
There isn't a difference except everyone has a shot at it now and not just those who can complete the raid or go 9-0 in trials.

non elemental primaries is simply less messy and less cause of grind and frustration along with people using what they want for the perks and the way the gun handles rather then "because it does solar"
