Some people drink lots of water, whereas other people do not. So lets cut back on water supply. Solid logic all around.. Edit: playing/dicking around with weapons should be fun. I like to experiment with perks, because you know, fun. Bungie deliberately decreased the fun factor of this game, at least for me.
