Two theories that I have seen. 1. The traveler wanted to leave and rasputin wounded it badly by launching a ship into it to force it to stay.
2. The traveler created the vex to help terraform the planets quicker.

In response to 2., vex ruins predate humanity by a few million years. So the traveler did not create them.
