Glass Needles do not work
Just burned 3 needs and the accompanying mats and nothing changed on my Exotic chest piece. Even confirmed that LOCKED or not LOCKED does not matter.

There's probably a limited selection of perks that can be rolled depending on the piece of armor as well, similar to how rerolling weapons was.
