Hadium flakes
I've been searching chest after chest, running missions and no matter how hard I look I can't find any hadium flakes anywhere, I even have the "reforging quest" what am I not catching on to?

Oh ok. I just discovered why I wasn't able to collect the hadium flakes. If your item inventory slots are full, you won't receive them and nothing appears to tell you otherwise. Thanks for the help.
