You need to have competed the raid quest, 'the old hunger', and then you need to collect 45 fragments to complete 'hunger pangs'.
Then it will unlock the next part.

I did complete the raid quest I think? And I have 36 fragments and the next part isn't opening? You only need 30 fragments for te next part?
