So how about a reward to equate it crucible quitting?
Since 2.0 it would seem players quit within the first 3 mins of joining a game if it isn't in their favor. I believe I can speak for many when I say I appreciate the mercy rule and the forced match made regroup on mercy.
One of the most disheartening things coming into a crucible in progress would be lord shax being told to "FIGHT BACK!!!"
Example: How about I go over a friends house and when they answer the door I get punched in the face? Doesn't mean I won't have fun there but not what I am looking for in my good time.
How about a "que for game in progress" with a higher reward modifier. Essentially I know what I am more Han likely walking into but I'm ready for what is coming.
OR
If I'm feeling really masochistic and dredge through a 12 min match of my teammates leaving from bad connection, pre-mades or just superior players a legendary equivalent reward.
It should be easy to account for and accommodate a person who stayed the entire round and lost their voice from the punishment vs a person who just joined.
