Everybody is at work and or school so not as much people are on as they would be in the afternoon (depending on where you live)

This is true. And although someone may say it doesn't matter as there is always an afternoon/evening somewhere, the game tends to match-make you with players in your region primarily (to avoid lag issues).

Sorry to hear this didn't work for you. Are you on xbox? I've heard some people saying that this doesn't work well on xbox. I'm not sure how true it is as I am on PS4. If you spend about 10 seconds in the transition zone, it should work.

Yes, I am on PS4... I even tried crouch walking to make sure I went slow, but empty twice and two people there the third time, which is about "normal" in my experience...

I've found out it doesn't work all the time but it works most of the time. Before I've started using it, I've met people in CoO in about 10% of all the time I went there. After I started using the trick, there was almost always someone (I'd say 80-90% success rate). I'd recommend to keep trying this. You should meet people more often. It's not guaranteed that you will always meet someone, but mostly you will.

So when you transition from the hull breach to hall of souls you should sit there for about 10 seconds before continuing on?

Pretty much,yeah. Or walk dramatically slowly :) the longer you stay there,the higher chance to meet someone
