There are steps you can take to optimize your connection to your router via ports and other instructions. Check your NAT type as well or look up info on that. On that note yes it is a bungie problem with compatability with certain connections. But this is an online game which if you want to play optimally with your connection, you might want to do some research. I have a really good connection and have been getting and seeing multiple players with more weasel/baboon since TTK DLC. You're not alone but if its excessive I would dig deeper.
