I love the Sleeper Simulant, but it has some major drawbacks. It doesn't hold enough ammo, you don't get enough ammo when picking up a heavy ammo brick, and the last perk seems to be a total waste. The weapon seems to work best when used like a sniper rifle at medium to long range.
The most fun I've had with the weapon was when I was farming void ability kills for an exotic sword and was wearing a year 1 Armamentarium chest piece (two grenades and extra heavy ammo). I received 3 shots from every heavy ammo brick and was able to hold a total of 9 shots.
I think the best fix they could do for the Sleeper Simulant is to replace the 5x ricochet perk with Surplus, or Extended Mag.

EDIT: So, after thinking about this for a while I realized that replacing the signature exotic perk with a single normal perk like Surplus or Extended mag just wouldn't do. So here is what I think should be done with Sleeper Simulant:
1. Critical hit damage should be increased 10% from current damage.
2. Non-critical hit damage should be decreased 25% from current damage.
3. Ricochet rounds should be replaced with a new "exotic signature" perk that is essentially Surplus AND Outlaw.
Alternately - giving it pre-nerf White Nail would be interesting - but extremely OP in a good players hands.

The Ricochet perk is what makes it exotic. I think it is a waste of time as well though, so what I would like to see is the final perk replaced with a perk like firefly, where if you kill an enemy with a precision shot, it creates an explosion that damages other enemies. The thing that would make this perk unique for THIS weapon would be the size of the explosion that results. It should have a blast radius similar to the red bubble that allows you to damage the War Priest in the first raid boss fight. Alternatively, precision kills with the weapon could set enemies within that radius on fire so that they take DOT. Alternatively, precision kills on an enemy cause a solar grenade to spawn and cause DOT for 7 seconds. Alternatively, precision kills cause all surrounding enemies to break dance.
